Cover photo by Brother Bernard Cranor, OSBGeological cross sections by Andrea Kron In July of 1995, the New Mexico Interstate Stream Commission arranged with Rio Arriba County and the Riode Chama Acequias Association to produce a water plan for Planning Region 14, the Rio Chama watershed.
Fred Vigil, the President of the RCAA, supervised planning activities including the data gathering, public partic-ipation, and administrative oversight. He was assisted in this task by other officers of the RCAA, especially VicePresident Aubrey Owen, Secretary Agapita Martinez, Treasurer Joseph M. Salazar, and records manager FidelTrujillo. David Morgan of La Calandria Associates, Inc., and Linda Fluk, a geological consultant, were prima-rily responsible for the research, technical analysis, and writing, with assistance from Dr. William J. Stone,Cipriano Martinez, Sabino Rivera, Miguel Santistevan. and Dr. William O. Sayre. Legal consultation, includingthe chapter on legal issues, was provided by Fred Waltz, Esq. Graphic design and layout was done by JayeOliver Designs of Santa Fe. Copy editing was done by Stacey Fradkin of La Calandria. Printing was done byAllegra Print & Imaging.
The first step in the water planning process was to establish a Citizens' Advisory Committee, with fifteen mem-bers selected from throughout the region because of their interest and involvement in both community and water issues.
