The Chapter has been faced with population growth in the past five years within our chapter boundaries, our Chapter Officials and Staff hasdeveloped a wish list of needed improvements to our community. We prioritized the list based on our most critical community needs and otherfactors such as the age, condition, and adequacy of current infrastructure. We then consulted with various Navajo Nation and Federal entitieswhich are associated with projects to refine our prioritized needs list and put in the dollar amounts needed, and then we planned for projects overthe next six years in our ICIP. Capital Improvement Goals
Newcomb Chapter's goal is to enhance the quality of life and public health of the residents within its chapter boundaries. We strive to achievethis goal by taking advantage of available funding sources and creating partnerships with Navajo Nation, State and Federal entities and byworking to keep our existing facilities. Nature/Effect/Options/Recommendations of Trends
The Newcomb Chapter is located on Hwy 491 (formly HWY 666) in a rural area of the Navajo Nation half way between the communities ofShiprock and Sheepsprings. The Newcomb Chapter was certified by the Navajo Tribal Council in 1981 and is funded largely by Navajo Nationand Federal funds (Bureau of Indian Affairs and Indian Health Service). We currently serve Chapter Members based on the 2000 Census.
Chapter Facilities include the Chapter House (1992), a Senior Citizen?s Center (2000), and a Headstart Building (1978). These buildings havebeen constructed with Navajo Nation funding. Water Projects in the chapter area are general funded by the Federal Government (Indian HealthService).
Population growth has been a trend that has always been a real challenge for us, and we expect that to continue to increase. The growth we havealready experienced combined with the barely adequate Chapter facilities have resulted needing to seek funding outside of the Navajo Nation, the Bureau of Indian Affairs and Indian Health Services. Currently the chapter uses a wooden sign to let community member know of
upcoming chapter meetings and community activies and announcement. This
method does not allow effective flow of information from the Chapter Staff to
community membership. The sign gets wet and the print runs. The new
